I think your best bet is to replace the internals with Arduino board or something along those lines and just use the case and buttons.

jep, go with the buttons and housing, and give it a new brain (arduino, teensy,...)

That doesn't look like an answering machine to me... it looks more like a caller id device.. The biggest giveaway would be the lack of a speaker...
Edit: Did a search on one of those IC's and came up with: http://www.npcamerica.com/pdf/OLD_Pr...1_Nc9508de.pdf which is described as a 'Calling Number Identification Receiver IC' ... so yeah, not an answering machine
But yes, rip the guts out, keep the buttons and add a new brain.
