Ummm... without watching the video, it's probably neither. I'd guess it's just a combination of python scripting and regular MIDI mapping.

Your right but they can be lit in a number of ways....
You can send midi back to them by triggering a clip with envelopes drawn in it...
You can use bomes to interpret signals from the APC40 and create a loop back to control the lights...
Python and a new control script....
Or you can use Max4Live and really take things to another level!!
