attach overlay (after filing), then fit in the arcade buttons (still do a test fit when filing though), as the button will overlap the overlay slightly.

I need to do the holes 24mm large no? because if i fill it as big as in the overlay, it'll be too big no? I need to care a lot if i want the buttons to be really where they are in the overlay no?
I'll do it today
The overlay holes are designed to go around the outside of the buttons so it can easily be removed with the buttons still on the VCI. This means you need to do the holes smaller than the overlay. You can use the overlay as a guide for placement of teh buttons and just remember to not go all the way to the edge.
ok, but if I want the button to be centered in the overlay, I need to do it really very well, a nice circle which center is the center of the overlay too, no?
sorry for my english, maybe you won't understand what i say :s
The chances are it won't fit exactly flush, there may be a tiny bit of a gap.
I recommend watching this tut on applying the overlay.
