Local languages will be local language only... not english. So that's barrier 1.

I have been a technical webmaster for a website that supported engineers in Europe, Africa and Middle East, among some comps in Australia, India, South America and Canada.
Among some of the problems, were local responsibilities and the personal awareness of importance of information and also the responsibility to validate if local information was important enough for global level.

So the community remained english only, with some translations in place on the enduser pages. Not on the technical pages. ;)</description>
